Function            isHiliteable - can a menu command be hilighted

  Syntax              boolean isHiliteable(char cmdtype,
                                           unsigned flagparms);

  Prototype in        menuhk.h

  Remarks             determines if a menu command can be hilighted.

                      This function is used internally by several menu
                      functions.

  Return value        TRUE if the menu command can be hilighted, FALSE
                      otherwise.

  Note                This function is for internal uses only.
